A new commercial kitchen or cold-storage build almost never fails at the equipment order. It stalls in the last week, when the walk-in panels are up, the condensing units are set, the electrician has pulled wire to the terminal — and nobody on site is licensed to seal, evacuate, charge, and start the refrigeration system. That final scope is its own trade, and it is where a lot of Central Texas openings lose days they did not budget for.
Installed Is Not the Same as Commissioned
General contractors and equipment suppliers routinely get a project to the point where everything looks finished. The boxes are assembled, the racks are hung, the line sets are run. But an uncommissioned refrigeration system is a sealed-circuit assembly that has never held a vacuum, never carried a charge, and never proven it can pull down to temperature under load.
Closing that gap on a new build typically means:
- Welding and brazing loose refrigerant piping connections — joints left dry-fit or tacked during rough-in have to be properly joined and pressure-tested before anything else happens.
- Evacuation to EPA standards — pulling the circuit into a deep vacuum to strip moisture and non-condensables that would otherwise form acid and shorten compressor life.
- Charging with virgin refrigerant — on a new system there is no argument for recovered gas. A virgin R-404A or comparable charge, weighed in to the manufacturer’s spec, is the baseline.
- Completing electrical terminations — electricians commonly land conductors at the terminal and stop there, because the low-voltage controls, defrost timers, and safety circuits belong to the refrigeration contractor.
- Setting and insulating every expansion valve sensing bulb — a TEV cannot control superheat until its bulb is strapped to a clean section of suction line and insulated. An unmounted bulb leaves the valve wide open.
- Running drain lines — insulated where condensate is the issue, heat-traced where a freezer will otherwise ice the line shut.
- Startup and verification — pressures, superheat, subcooling, amp draw, defrost cycle, and a documented pull-down.
The Drain Line Detail That Trips Up New Freezers
Coolers and freezers do not get the same drain. A walk-in cooler above freezing needs an insulated, properly pitched, trapped drain to move condensate out without sweating onto a new floor. A walk-in freezer needs the same thing plus a heated drain line, because the condensate produced during defrost will refreeze inside an unheated line and back water up into the box.
It is a small line item on a bid and one of the most common callbacks on a new install. Ice at the evaporator, water on the floor, and a health inspection problem in a brand-new space all trace back to the same shortcut.
Why Startup Verification Is Not a Formality
The temptation on a startup is to confirm the box is getting cold and move on. Cold is not the same as correct. A system can pull down while running an overcharge, a high superheat, or a defrost cycle that never terminates properly — and all three surface as a failure a few months in, usually during the first stretch of Texas heat that pushes the equipment to its limit.
A documented startup gives an operator something worth keeping: measured pressures and temperatures at known conditions on day one. When something drifts a year later, that baseline is what turns a diagnostic from guesswork into a comparison.

Case Notes: August 2026 — When Startup Finds Two Faults
A recent new-restaurant build in the Waco area ran this sequence end to end, and it is a clean illustration of why commissioning is treated as its own scope rather than a box to tick.
The install side went as planned. Loose refrigerant piping connections were welded, the circuits were evacuated to EPA standards and charged with virgin R-404A, the electrical terminations left at the terminal were completed, and insulated and heat-traced drain lines were run where each box required them. The walk-in cooler and the walk-in freezer were then connected and brought up.
The cooler behaved. The freezer did not — its compressor tested grounded.
A grounded compressor is a hard electrical failure, not something that gets tuned out. Replacement covered the compressor itself along with the filter drier, the contactor, and associated electrical components. The system was charged and started, and the box began pulling down.
A second fault surfaced during checkout. The evaporator fan delay was not working. That control exists to hold the evaporator fans off after a defrost cycle until the coil has cooled back down — without it, the fans push warm, humid air across the box the moment defrost ends, which drives up box temperature and loads the coil with frost it did not need to carry.
Leaving a freezer without fans was not an option with the box already pulling down, so the control was bypassed as a deliberate temporary measure, the fault was documented, and the replacement part was scheduled. On the return visit the fan delay control was replaced and the bypass was removed. The freezer now runs on its own controls as designed.
Two faults, neither of them visible at the point the equipment was set and the install looked finished. That is the entire argument for a verified startup.
Case Notes: A Woodway Walk-In That Was Started but Never Finished
The previous case shows what commissioning catches. This one shows what happens when it is skipped entirely.
A Woodway restaurant called on a walk-in cooler running warm. The system had been installed by others and put into service, but the startup work had never been completed. On the first visit the sight glass was foaming and would not clear. Four pounds of R-404A went in based on that reading, and then the real number showed up: a twenty-pound pressure drop measured across the filter drier.
That is the detail worth carrying away. A restricted liquid line drops pressure ahead of the sight glass, and the refrigerant flashes there instead of in the evaporator. The glass fills with bubbles and reads exactly like a low charge. It is not one. Adding gas to a restriction does not fix anything, and on a system that is genuinely full it starts building a second problem.
The drier was replaced on the return visit and the pressure drop cleared — but heavy flashing was still present. That ruled out the restriction as the only fault and pointed at metering. Checking the expansion valve turned up the answer: the sensing bulb had never been installed. It was still loose, never strapped to the suction line, never insulated. With no bulb signal, the valve had been sitting wide open since the day the box was first started, with no superheat control at all.
The bulb was mounted to a clean section of suction line, strapped, and insulated. The valve began metering immediately, and the system was checked out and left operating properly.
Two defects, both created at install, both invisible to the operator. The restaurant had simply been told the cooler was in and working.
Getting the Handoff Right on a Central Texas Build
If you are outfitting a new restaurant, convenience store, brewery, or food retail space, the useful question to ask early is who is responsible for the refrigeration scope after the equipment is set. Answering it at the front end is what keeps an opening date from moving.
- Confirm who welds, evacuates, and charges — and that they are licensed to do it.
- Confirm who completes controls, defrost, and safety wiring after the electrician terminates.
- Confirm every expansion valve sensing bulb is mounted, strapped, and insulated on the suction line before the box is loaded.
- Confirm drain requirements per box, cooler versus freezer, before the slab work is done.
- Ask for startup readings in writing, and get a preventative maintenance schedule started before the equipment has run a full season.
